SUPPLIERS' DOCUMENTATION

In France the information specified in the Directive must be provided using a form specified by the forestry authorities. There are two official forms, one for seeds and one for plants; only one item is described on each document. The first two sections of the forms are identical with much of the information being supplied by means of tick boxes with various options. The forms are in French with the English as sub-titles. Seeds. The document used for seeds is shown below.

For seed under the External Quality Characters (QUALITES EXTERIEURES) section, the germination or viability percentage, purity percentage, 1000 pure seed weight and number of germinable or viable seeds per kg is provided.

Under Other Information (AUTRES RENSEIGNEMENTS) additional optional information is provided but it is obligatory that a tick-box is completed for the purpose to which the material can be put; either for Forestry purposes, Non-forestry purposes or Experimental purposes. Only if the first box is ticked can the material supplied be used for forestry purposes.

Supliers Document Seeds

Plants. The first two sections of template B used for plants are the same as for seeds.

For plants the final section, Other Information (AUTRES RENSEIGNEMENTS) also contains additional optional information but again it is obligatory that a tick-box is completed for the purpose to which the material can be put; either for Forestry purposes, Non-forestry purposes or Experimental purposes. Only if the first box is ticked can the material supplied be used for forestry purposes.

Template B Suppliers Document Plants

The Master Certificate (Certificat-maitre) number is given at the top-left of the document. It takes the following format:-

For Selected (Selectionée) and Source Identified (Identifiée) material the name of the region of provenance is stated under the Genetic Characters (QUALITES GENETIQUES) section. A summary of the French system of identifying regions of Provenance is given below.

Authorised and un-authorised Nurseries.

In France there are two types of nurseries supplying plants of the species listed in the FRM Directive 99/105. Authorised (agréées ) nurseries alone are entitled to sell plants for use for forestry purposes but such nurseries are subjected to rigorous inspections throughout the year and particularly during the dispatch season by government officials and are required to issue suppliers documents and maintain accurate records for all plants of the species listed in the Directive as well as several others of particular significance to French forestry.

French Regions of Provenance

To coincide with the introduction of the new European Directive on Forest Reproductive material (1999/105) the French authorities carried out a complete review of all available new research on the distribution of the forest genetic characteristics throughout France, employing DNA analysis wherever possible, and came up with a completely revised system of delimiting and identifying the regions of provenance in France.

As material of French origin certified under the old system of identifying regions of provenance has been widely distributed in the western countries of the EU, particularly Fagus sylvatica, Quercus petraea and Q, robur, maps of the old system for these three species are shown below.

A comprehensive list of all species and the names of the Regions of Provenance identified for those species is given below. It should be noted that, as in Germany, totally different delimitations of the regions, have been identified for nearly every different species. Also, in contrast to the pre-2003 system, the limits of the region can be identified on a map. Pre-2003 the Selected stands in a region were identified as a group on the map but this group had no finite limits.

It can be seen that each region of provenance has its own distinct code made up of the initial letter of the genus and first two letters of the species plus a three figure number more or less indicating the area in France in which the Region is located. Thus numbers beginning

1xx are from North West France,
2xx from the North East France,
3xx from South West France,
4xx from the Massif Central,
5xx from the Jura and mainly northern Alps,
6xx from the Pyrenees
7xx from Provence and Maritime Alps and
8xx from Corsica.
